Motions for Special LMC Conference – 14 May 2003
The following motions are submitted by Devon LMC for inclusion in the agenda for the 2003 LMC Special Conference:
1. That conference congratulates the GPC negotiating team on its achievements with the new contract and has confidence that they can resolve the remaining problems.
2. That conference deplores the delays and problems with the new contract but believe they lie squarely at the feet of the government.
3. That conference demands with regard to PMS practices that:
a) the rules regarding rejoining GMS be clearly laid out prior to any ballot, and that:
b) the implications of the new contract to PMS practices be made known.
4. That conference insists that the quality payments should be based on actual lists and not on the Carr-Hill allocation formula.
5. That conference deplores the continuation of target payments in immunisation without “exception reporting”.
6. That conference understands the difficulties with forced patient allocations but demands continued negotiations to achieve a solution to the problem.
7. That conference has no confidence that many PCOs will fund local enhanced schemes and believes more directed national enhanced schemes should be developed.
8. That conference, in respect of MPIG: -
a) Requests that the new contract be funded via MPIG for all GMS practices until a new funding allocation formula is agreed.
b) Demands a thorough reworking and road testing of a new funding allocation formula until it has the confidence of the profession.
c) Demands that the profession then be balloted on the new funding allocation formula.
9. That conference demands that the new rules on seniority are clarified with regard to the number of hours worked and that no GP is disadvantaged by a move to them.
10. That conference, having regard to the past record on the NHS, predicts a disaster for primary care if PCTs or SHAs gain control and ownership of General Practice IT.
11. That conference urges rapid action to correct falling numeracy standards at the Department of Health and demands that league tables and targets be established to restore confidence in their ability to “do sums”.
12. That conference deplores the apparent lack of recognition of the extra costs of running a small practice in the currently proposed new funding allocation formula (the "Carr-Hill Formula").
