Updated - GPR Contract and Directions - 31 July 07

On 31st July 2007 the Department of Health directed Health Authorities to implement new arrangements for salary and motor vehicle allowances, and updated maternity arrangements, with effect from 1 August 2007.

The revised direction can be downloaded from the Department of Health website; the full text of the revised Schedule 1 to the direction is available here: GPR directions Schedules 1 and 2 (July 2007).

Following discussions with the BMA, NHS Employers has produced guidance on the application of pay protection to doctors entering GP registrar training from posts other than in hospital training grades. GPR pay protection guidance. This has now largely been superseded by the revised arrangements set out in the Direction of 31 July 2007 and is left here for reference.

Guidance on the transfer of Senior House Officers and other training grades into the new Specialty Registrar grade has also been agreed with the BMA, and is available here.

Negotiations with this group on contractual issues are conducted by NHS Employers with the General Practitioner Committee (GPC) of the BMA.

GPC Comment
Dear LMC colleagues,

The Directions to SHAs concerning GP registrars have been amended, and were signed off by the DH today. These include amendments to the provisions for car allowance, pay protection, and maternity. The full amended Directions can be accessed via the NHSE website: https://www.nhsemployers.org/pay-conditions/pay-conditions-469.cfm

  • Car Allowance  - The new allowance is a lump sum and mileage allowance for all trainees entering new placements - the rates are contained in Annex 3 of the Directions. It should be noted that under the revised Directions, trainees within current practice placements with arrangements already in place for payment of the motor vehicle allowance under the Directions should see these established arrangements continue until completion of the placement.
  • Pay Protection - These amendments have brought the Directions into line with those provisions already agreed across other craft groups.
  • Maternity - These amendments bring the provisions into line with those provided under the hospital terms and conditions.
The above link also contains the GPC/NHSE agreed guidance on transitional arrangements for the new grade of Specialty Registrar. This covers the principles of transition for FHO2s and SHOs into the StR grade during the transition period, and contains some examples to help clarify arrangements. This is also available on the BMA website: http://www.bma.org.uk/ap.nsf/Content/GPregtransarr0707

The relevant payscales are contained in Annex 3 of Schedule 1 of the Directions to Strategic Health Authorities concerning GP Registrars.

The GP Registrar framework contract has also been revised and agreed with COGPED. The updated version is available on the BMA website: http://www.bma.org.uk/ap.nsf/Content/framecontractGPregs0707
